ProjDP Parameter:
Composite dew/frost point as compiled from measurements obtained from the respective 
chilled-mirror hygrometers flown on board the DC-8 and P-3B aircraft.

DP_Flag:
	10 = ProjDP is valid
	20 = ProjDP is on lower limit 
	     (dew/frost point <= reported value)
	30 = ProjDP in over/undershoot condition 
	     (exceeds accuracy limits due to extreme variations in dew/frost point conditions) 
	-9 = ProjDP not valid
